Manila, Philippines — Solar & Storage Live Philippines 2025 brought together renewable energy leaders, technology providers, and policymakers at the SMX Convention Center in Manila. The event, held on May 19 and 20, 2025, provided a dynamic venue for discussing the future of clean energy, with a focus on innovation, investment, and policy improvements for the commercial and industrial (C&I) solar sector.
Industry stakeholders emphasized the urgent need to accelerate solar adoption across the Philippines. Attendees explored the country’s regulatory landscape, new technologies, and opportunities for private sector involvement in renewable energy development.

Government initiatives like the Green Energy Option Program (GEOP) and Retail Competition and Open Access (RCOA) were highlighted for their roles in empowering businesses to choose renewable energy providers and reduce reliance on traditional utilities.
Addressing the Barriers to Solar Adoption

During the panel, Chester addressed the persistent challenges posed by distribution utility (DU) policies on embedded generation projects. She explained how restrictive interconnection fees, limited export capacities, and delays in net metering approvals can slow down rooftop solar growth.
“Right now, there are no standard fees, set timelines, or clear lead times for approval. The interconnection fees and approval process are often restrictive, which significantly impacts project costs for customers. It feels like a wish list at this point, but I hope to see standardized procedures—clear steps, defined timelines, and capped fees.”
Chester further shared that varying requirements and expertise among distribution utilities can make project timelines and customer communication unpredictable. She noted that a unified set of standards, similar to an ISO, would allow developers and clients to better anticipate costs and schedules.
“If there were a standard document distributed across all DUs that they could consistently follow, it would help us better estimate timelines and allocate proper buffers for our clients. That consistency would allow us to deliver projects on schedule.”
Chester also encouraged policymakers to focus on streamlining existing processes alongside embracing new innovations like battery storage.
